The major updates that were seen on Windows 95 when compared to the earlier versions of Windows like Windows 3.1 or earlier are the Graphical User Interface updates as well as the ability to simply plug and play certain devices without going through a long hardware drivers installation process. Some changes were also made on the very core of the Windows 95 operating system. Unlike older versions of Windows, Windows 95 moved from a 16-bit architecture which was cooperatively multitasked to a newer 32-bit architecture which was pre-emptively multitasked. All of these improvements were even further improved by its successor, the Windows 98 operating system which was released in the year 1999. Finally, the support for Windows 95 expired on the 31st of December of the year 2001. By then, Microsoft had released numerous other windows platforms like the Windows 98, Windows ME and the well known Windows XP.

Simultaneously with Windows 3.1's release, IBM started shipping OS/2 2.0. Microsoft realized they required an updated version of Windows that could support 32-bit applications and preemptive multitasking, but could still run on low-end hardware (Windows NT did not). Initially, the "Chicago" team did not know how the product would be packaged. Initial thoughts were there might be two products, MS-DOS 7, which would just be the underlying OS, an evolution of the Windows for Workgroups 3.11 kernel, with a character mode OS on top, and a fully integrated graphical Windows OS. But soon into the project, the idea of MS-DOS 7 was abandoned and the decision was made to develop only an integrated graphical OS Windows "Chicago."

This update merely updates the dependencies of windows95, which shouldn't really have any user-visible changes. Things will likely be a little faster, but it's not like Windows 95 will suddenly start playing Crysis.

Full row and full column references automatically take into account the cells in the larger grid size of Excel 2007 and later. This means that the reference =A:A, which refers to cells A1:A65536 in earlier versions of Excel, refers to cells A1:A1048576 in the Excel 2007 and later file format.
Converting a workbook from an earlier version of Excel to the Excel 2007 and later file format can cause problems when full row or column references are used in that workbook, and data that was not meant to be included in the references has been entered in cells that are beyond the row and column limit of the earlier version of Excel.
Also, if specific functions that count the number of cells, rows, or columns in the reference were used (such as COUNTBLANK, ROWS, and COLUMN), and these functions referenced full rows or columns, the results that these functions return might be different than expected.
